The missing link is enforceability. What sanctions does the WHO have if a signatory decides to ignore one of its diktats for local reasons? If the WHO can’t enforce anything, then it’s all just words and is optional.
The US needs to exit the WHO. Wherever you are on the political spectrum, you must see the totalitarian nightmare they are proposing. Without personal and national sovereignty, we will all be reduced to slaves.
Correction: From the beginning, it does NOT (or should not) sound sensible. On its face, the goal should sound *un*reasonable to everyone but of course it does not due of decades of indoctrination and propaganda tricking you to think that the scientific method is capable of producing optimized resource allocation to meet demands. Having different places and peoples try different things is prerequisite for freedom (and science). If we had any such one-world response, we would never have the examples of Sweden and Florida.

(1948) Our own Eleanor Roosevelt chaired the committee for the creation of the Universal Declaration of Human Rights which incorporates many of the rights in our own Constitution of the United States of America. The proposed WHO treaty not only violates rights guaranteed by our Constitution, it violates many of the rights established by the United Nations. If they want to break their own rules, that's up to them. (UN) Do they really expect the world population to submit to such Draconian measures? It proves the insanity of the psychopaths directing the WHO and the UN. We don't need them. We should withdraw our membership in both organizations. What are they going to do to us? Bomb us? Under dignity and human rights I am not allowing a so-called elected body to make decisions that by me legally anything. One I didn't vote for anything. To it's my body it's my life . I don't want my medical records and my business of financial exchange being global or even public. it's my business not theirs. This violates everything in our Bill of Rights it violates the first second third fourth amendment, there's so much you could just go on and on. During the swine flu and covid, which so far has killed 08% of the world's population, the WHO has not demonstrated good recommendations, leadership or stewardship of health decisions. There's not much reason to assume any different, since they are funded by pharmaceutical interests. Pharmaceutical interests have bought many Western governments as well, so I hope non-western governments help the world fight this. The world is too big and people are too different to have centralized control over health, it's ridiculous really. Individual people control their health and their body, and make their own health decisions through informed consent. The WHOs creepy control-mongering over people's bodies is creepy.

And none care to reveal to their constituents this laid out plan who in the US alone, 182 mayors have agreed to (all blue areas). That is not including the mayors all over the world as can be seen in the database document below. Put the country of interest in and all the cities involved will appear! They apparently don’t want to tell US in advance about their plans. Here are a few they mention but begs the question what else have they planned are not mentioning here??
